• Governor Brown Appoints San Bernardino C-IV Manager as New Office of Systems Integration Director

    Gov. Brown announced today the appointment of John Boule, as OSI Director, replacing Shell Culp who was acting director. Shell replaced According to the Governor’s announcement:

    Boule has been San Bernardino County director for the California Statewide Automated Welfare System, Consortium IV since 2005. He held multiple positions at the First Data Corporation from 1999 to 2005, including project manager and deputy project manager. Boule served in multiple positions at the Arizona Department of Economic Security from 1991 to 1999, including welfare reform implementation manager, executive staff assistant and regional program manager. He was an office manager and legal assistant at the Arizona Attorney General’s Office from 1990 to 1991. Boule earned a Master of Arts degree in organizational management from the University of Phoenix. This position does not require Senate confirmation and the compensation is $165,000. Boule is registered without party preference.

    OSI is one of the most critical programs in state government, managing a multi-billion dollar portfolio of large, complex health and human services information technology projects. The OSI provides project management, oversight, procurement and support services for a multi-billion dollar portfolio of high criticality projects.

    According to state salary database, Boule’s formal predecessor Deborah Rose who recently retired was paid 130,000 in 2013. Boule according to Governor Brown’s press release will be paid $165,000.
