    Description:

    Client has a need for a comprehensive in-asset GPS system to collect and report usage, maintenance, and operational data on Zero Emissions Vehicles (ZEV), non-self-propelled (NSP) asset, light duty (LD), and heavy duty (HD) and any other platform deemed necessary, by the Client.  The above assets are located throughout the State of California and neighboring states.  Where available, the preferred method is data collected automatically via Original Equipment Manufacturer (OEM) embedded GPS.  If the preferred OEM embedded method is not available, an aftermarket GPS device is acceptable to collect usage data. As OEM embedded methods become available, the Client reserves the right to change from the aftermarket device to the OEM embedded method.  It is incumbent upon Contractor to inform the Client when the OEM embedded method becomes available.  The Client will own all asset data collected.  The asset data will be securely encrypted during transmission from the embedded or aftermarket device and transmitted, via cellular network, satellite network, wireless networking technology (WiFi) connection, or combination of data transmission services to a Contractor owned storage database (Data Warehouse).  An Enterprise-Level Web Based Data Application (Application) will allow Client personnel to access the asset data stored in the Data Warehouse.  The Application will provide pre-configured, customizable, viewable, printable and downloadable reports and has the capability of configuring and sending Short Message Service (SMS), Multimedia Message Service (MMS) or email alerts to users defined from within the Application, for each Client.  Data will be collected every one (1) second and transmitted directly to the Application of each Client via cloud-based Application Program Interface (API).

    Description:

    The Department of Consumer Affairs (DCA), Bureau of Automotive Repair (BAR) is inviting responses from qualified vendors to provide consulting services, upon publication, pertaining to the 2016 and 2017 Smog Check Performance Reports prepared by BAR (herein referred to as the Reports).  Publication dates are estimated to be June 2016 and June 2017.   The Contractor shall review the Reports and provide an expert opinion as to whether or not the data and statistics presented support the findings and conclusions in the Reports.  Should BAR¿s findings be deemed insufficient, incomplete, or incorrect the Contractor shall provide alternative findings and conclusions as a counterpoint to BAR¿s Reports.  The Smog Check Performance Report is a requirement of Section 44024.5, subsections (b)(2) ¿ (b)(7) of the Health and Safety Code (HSC).  Validation of the methodology as required pursuant to HSC Section 44024.5 (b)(1) was addressed in a previous contract REQ0009504 dated December 1, 2012, and will not be a requirement in this contract.  The 2015 Smog Check Performance Report can be referenced at http://www.smogcheck.ca.gov/pdf/2015_Smog_Check_Performance_Report.pdf. The proposed contract period will be July 1, 2016, or upon approval, whichever is later, through June 30, 2018.
